Would replace today’s patchwork of national space laws (13 Member States have one) with a single EU framework for authorising and registering space operators, including operators from outside the EU. It sets rules on tracking space objects and limiting debris, a space-specific cybersecurity and resilience regime, and a common method for calculating the environmental footprint of space missions.

Would replace the European Electronic Communications Code and related telecoms laws with a single, directly applicable Regulation. For space, it creates an EU-level general authorisation for satellite networks and services and an EU authorisation for satellite spectrum use, granted by the Commission instead of through 27 national processes, with rules on coordinating ITU filings and on how satellite and terrestrial spectrum use coexist.

Proposal for a Regulation of the European Parliament and of the Council on the procedure for authorisation of systems providing mobile satellite services using the harmonised 2 GHz frequency band and repealing Decision No 626/2008/EC
Sets out a new EU procedure for selecting and authorising mobile satellite systems in the 2 GHz band, replacing the 2008 Decision under which current rights expire in May 2027. The Commission sees the band as suited to direct-to-device services and to integrating terrestrial and satellite networks. There are separate selection phases for a secure governmental system and for commercial systems, with milestones on ITU compliance, satellite manufacturing and launch.

EU Space Services Agency Regulation

Proposal for a Regulation of the European Parliament and of the Council on the European Union Space Services Agency and amending Regulation (EU) 2021/696
Would give the EU Agency for the Space Programme (EUSPA) its own founding regulation and rename it the European Union Space Services Agency, so that its mandate no longer depends on each seven-year EU budget. Its tasks would include security accreditation, user and market uptake, satellite navigation, the GOVSATCOM Hub, and downstream applications, receivers and terminals. Once ready, it would also provide GOVSATCOM/IRIS² services.

European Competitiveness Fund

Proposal for a Regulation of the European Parliament and of the Council on establishing the European Competitiveness Fund (‘ECF’), including the specific programme for defence research and innovation activities, repealing Regulations (EU) 2021/522, (EU) 2021/694, (EU) 2021/697, (EU) 2021/783, repealing provisions of Regulations (EU) 2021/696, (EU) 2023/588, and amending Regulation (EU) [EDIP]
Part of the proposed 2028–2034 EU budget. It would bring 14 existing funding programmes, including the EU Space Programme and IRIS², under one rulebook with an indicative EUR 234.3 billion. Its window for resilience and security, defence industry and space covers operating EU space systems, a competitive EU space economy, space research and innovation, and support for SMEs. The consultation’s figure of EUR 131 billion for defence, security and space comes from the Commission’s budget overview; the proposal sets EUR 125.2 billion for that window.

Horizon Europe 2028–2034

Proposal for a Regulation of the European Parliament and of the Council establishing Horizon Europe, the Framework Programme for Research and Innovation, for the period 2028-2034 laying down its rules for participation and dissemination, and repealing Regulation (EU) 2021/695
Would continue the EU’s research and innovation framework programme for 2028–2034 with an indicative budget of about EUR 175 billion. It runs alongside the European Competitiveness Fund, with a pillar that mirrors the Fund’s four policy windows, including space, so that projects can move from research towards deployment.

Proposal for a Regulation of the European Parliament and of the Council on the European Union Agency for Cybersecurity (ENISA), the European cybersecurity certification framework, and ICT supply chain security and repealing Regulation (EU) 2019/881 (The Cybersecurity Act 2)
Would replace the 2019 Cybersecurity Act, strengthening ENISA, reforming the EU cybersecurity certification framework and adding an EU framework for ICT supply-chain security. The Commission could list high-risk suppliers whose components would be phased out of key assets of mobile, fixed and satellite networks. For satellite networks these include the core network, network management, cryptography protecting telecommand and telemetry, and ground stations.

Proposal for a Regulation of the European Parliament and of the Council establishing a framework of measures for strengthening Europe’s cloud and AI ecosystem (Cloud and AI Development Act)
Responds to the EU’s limited computing capacity and its dependence on non-EU cloud providers, aiming to triple EU data-centre capacity in the next five to seven years. It would set up Cloud and AI Leadership Initiatives, simplify data-centre deployment, and add sovereignty, continuity and resilience measures, especially for the public sector. Its recitals note that digital advances should transform the way space assets, services and data flows are operated and used.

Proposal for a Regulation of the European Parliament and of the Council establishing a framework of measures for the acceleration of industrial capacity and decarbonisation in strategic sectors and amending Regulations (EU) 2018/1724, (EU) 2024/1735 and (EU) 2024/3110
Aims to raise manufacturing to 20% of EU GDP by 2035 by speeding up permitting and using public procurement and public support to create lead markets for low-carbon, EU-made products. Its origin and low-carbon requirements cover energy-intensive industries such as steel, concrete and aluminium, the automotive supply chain and net-zero technologies. Space is not one of the listed sectors.
